FreshRSS is making excessive feed requests to websites

Users of the FreshRSS reader application are getting blocked from accessing RSS feeds due to making a large number of requests to feeds on a website at once.

Acknowledged IP addresses of users being blocked. The app appears to be appropriately caching responses for feed URLs individually. But the app is making requests to different feed URLs (that haven't been cached), all at the same time.
